Performance Management Process 2013
Life Sciences Division

Written performance reviews are an important tool in managing employee performance and employee development, and are required for all career and (eligible) term employees (not students, postdocs and limited employees) at LBNL. While the primary responsibility for employee development rests with the employee, supervisors are strongly encouraged to help employees identify activities that will result in more effective employee performance and contributions, as well as any required or recommended training.

This page contains the tools and resources to assist supervisors and employees in completing the performance and career management process. If you have any questions that are not addressed on this page, please contact Gail Mosley at 495-2981 or glmosley@lbl.gov.

For 2013, the Life Sciences Division will continue to use three performance management processes. Click on the links below to access the process material appropriate for your job category; general resource materials are provided in the Other Resources section below.

Select from:

Scientists & Non-Scientists (non-represented) Process: for all non-represented employees (S&Es, Professional, Technical and Administrative staff);

CUE & UPTE Process: for all RX & TX represented employees;

AFSCME Process: for all SX-represented employees.

Scientists & Non-Scientists (non-represented) Employees Process

The Division will continue to use a “combined” PMP form for all S&E and non-S&E (non-represented) employees. This form includes the employee’s self-assessment and the supervisor’s evaluation all on one form. There is one form for S&Es (Scientists), and one for non-S&Es (Professional, Managerial, Technical and Administrative staff).

Annual Performance Review Summary (PMP) forms, with prefilled header information for all employees, and prefilled section 11a. "Proposals Funded or Submitted" information for employees who are PIs, will be emailed to employees on Tuesday, May 21.  It is very important that employees use this form and no other (do not use a form from previous years and do not obtain your form from LBNL’s Performance Management website as the Division has made changes to the form).

For S&Es only:
Instructions on loading the Citation Report can be found below.

Employees:
The first step in the PMP process is for employees to complete the (tan-colored) employee portion of the PMP and forward it to their supervisor (see the calendar for this deadline of June 26th).  Submission of the self-assessment information to your supervisor will facilitate a conversation that fosters quality feedback and alignment on goals and objectives.

Supervisors:
Once supervisors receive the self-assessment from their employees, they will use the same PMP form to complete the performance evaluation by Wednesday, July 24, 2013.

All other resources (except for PMP forms which will be emailed to employees) such as examples of completed forms and guidance should be obtained from LBNL’s Performance Management website here.

Please do not sign or deliver your PMP to your employee before Gail notifies you that it is time to do so.

CUE & UPTE Employees Process

The Division will continue to use the Performance, Review and Development (PRD) form for all employees represented by CUE (non-exempt administrative staff) and UPTE (represented technical staff).

There are two forms in the PRD Process: the PRD Employee Self-Assessment Worksheet for the employee to provide a self-assessment of their own performance (optional, but strongly encouraged); and the Performance Review and Development (PRD) form to be used by the supervisor to evaluate the employee’s performance (required for all eligible represented employees).

Employees:
The first step in the PRD process, for those employees who choose to do so, is for employees to complete the Employee Self-Assessment Worksheet and forward it to their supervisor (see the calendar for this deadline of June 26).  Submission of the self-assessment information to your supervisor will facilitate a conversation that fosters quality feedback and alignment on goals and objectives.  Please go here to access your PRD self-assessment form.

Supervisors:
PRD evaluation forms, with the header information prefilled, will be emailed to supervisors on Tuesday, May 21. Once supervisors receive the self-assessment from their employees, they will use the pre-formatted PRD form to complete the performance review by Wednesday, July 24, 2013. It is very important that supervisors use this form and no other (do not use a form from previous years and do not obtain your form from LBNL’s Performance Management website as the Division has made changes to the form).

All resources (except for PRD forms which will be emailed to supervisors), such as examples of completed forms and guidance, should be obtained from LBNL’s Performance Management website here.

AFSCME Employees Process

The Division will continue to use the Performance/progress Review (P2R) form for all SX-represented employees.

There are two forms in the P2R Process: the P2R Employee Worksheet form for the employee to provide a self-assessment of their own performance (optional, but strongly encouraged); and the Performance/Progress Review Form (P2R) Performance/Progress Review form to be used by the supervisor to evaluate the employee’s performance (required for all eligible SX-represented employees).

Employees:
The first step in the P2R process, for those employees who choose to do so, is for employees to complete the employee worksheet and forward it to their supervisor (see the calendar for this deadline of June 26).  Submission of the self-assessment information to your supervisor will facilitate a conversation that fosters quality feedback and alignment on goals and objectives.  Please go here to access your P2R self-assessment form.

Supervisors:
P2R evaluation forms, with the header information prefilled, will be emailed to supervisors on Tuesday, May 21. Once supervisors receive the self-assessment from their employees, they will use the preformatted P2R form to complete the performance review by Wednesday, July 24, 2013.  It is very important that supervisors use this form and no other (do not use a form from previous years and do not obtain your form from LBNL’s Performance Management website as the Division has made changes to the form).

All forms (except for P2R forms which will be emailed to supervisors), examples and guidance should be obtained from LBNL’s Performance Management website here.
