Purchasing Helps Out
by Catherine Pinkas
On June 29, 1995 the Green Team met with Jean Lawther, EH&S procurement officer, to discuss
how LBNL approaches recycling with their vendors. Members learned that there are several mandates that are required for all contracts performed on site. These include the following:
Article XXIV - Work on University or Government Premises (Addendum #2 to Terms and
Conditions of University of California Purchase Order for Contract W-7405-ENG.48 or Contract
DE-AC03-76SF00098 with the Department of Energy)
Seller shall take all reasonable precautions in the performance of the work under this
purchase order to protect the environment and the safety and health of employees and
members of the public and shall comply with all applicable environmental, safety, and
health regulations and requirements (including reporting requirements of the University
and DOE).
Hazardous Waste Handling Contract with California Advanced
Environmental Technology Corporation
Materials which can be recycled will be identified, separated, packaged, labeled, and marked,
and prepared for shipment. Subcontractor shall work with LBNL's Waste Minimization
Specialist to perform these tasks.
Refuse Contract (Richmond Sanitary Service)
The California Integrated Waste Management Act of 1989 requires Berkeley and all other
jurisdictions in the state to divert at least 25% of their waste streams by 1995 and at least 50%
by the year 2000. Under the act, diversion comprise source reduction, recycling, and composting.
To comply with this requirement and projected goals, LBNL is requiring that the seller or his subcontractor must
divert from landfill a minimum of 25% of all refuse collected from LBNL office waste and 25% from LBNL per-call
20 yard bin waste.
Jean Lawther encouraged Green Team members to assist in LBNL's efforts to minimize waste and recycle wherever
possible. She also encouraged everyone to use vendors who made these efforts part of their business practice.
