According to "Patterns of Global Terrorism 2003," the State Department's list of terrorist-sponsoring nations includes:

  • Cuba
  • Iran
  • North Korea (Democratic People's Republic of Korea)
  • Sudan
  • Syria

Invitations to prospective employees or guests who are citizens of, were born in, or are affiliated with any of the above terrorist-sponsoring countries require advance notification and approval. These individuals must receive prior DOE Secretarial approval before they can be badged or allowed access to the Laboratory. This requirement also covers visitors, even those who are invited for one-day visits, tours, or interviews.

To initiate the DOE approval process, contact the Security Office (486-7572) as early in the hiring or invitation process as possible. Since these approvals are currently taking 4-6 months--even for one-day visits, tours, or interviews--early notification is essential to best accommodate both the visitor, prospective employee or guest, as well as the sponsoring division.

NOTE: DOE requirement does not include those from terrorist-sponsoring countries who have become U.S. citizens.The requirement does, however, include permanent residents or "green card" holders.

Host Responsibilities
Principal investigators sponsoring individuals from sensitive or terrorist-sponsoring countries or supervisors overseeing their work or research have certain responsibilities before, during, and after a visit or assignment. Some of these responsibilities include:

  • Timely notification of an individual's visit or assignment to the Lab (See Approval Timing for details on required documents and approval time frames)
  • Notification of changes in immigration status, areas to be accessed, or dates of access
  • Return of badges, parking permits, or keys upon completion of a visit or assignment
