DOE requires special processing for individuals who are citizens of, were born in, or are affiliated with any of the sensitive countries listed above. Thirty-day (30) advance notification to the Counterintelligence Office (486-5132) is required for processing and local Lab approval if the individual requires access for more than 30 calendar days (assignment). The Lab is not required to document the visits (30 days or less) of sensitive country foreign nationals unless they are involved in sensitive subjects or they require access to a Property Protection Area (PPA).

NOTE: DOE requirement does not include those from sensitive or terrorist-sponsoring countries who have become U.S. citizens. The requirement does, however, include permanent residents or "green card" holders.

Terrorist-sponsoring Countries
DOE requires additional processing for employees and guests from terrorist- sponsoring countries (T-5) . DOE Secretarial approval must be obtained before individuals from terrorist-sponsoring countries can be badged or granted access to the Lab. The DOE approval process may take 4-6 months--even for one-day visits, tours, or interviews--to complete so early notification to the Security Office (486-7572) is essential to best accommodate the visitor, prospective employee or guest, as well as the sponsoring division.

Host Responsibilities
Principal investigators sponsoring individuals from sensitive or terrorist-sponsoring countries or supervisors overseeing their work or research have certain responsibilities before, during, and after a visit or assignment. Some of these responsibilities include:

  • Timely notification of an individual's visit or assignment to the Lab (See Approval Timing for details on required documents and approval time frames)
  • Notification of changes in immigration status, areas to be accessed, or dates of access
  • Return of badges, parking permits, or keys upon completion of a visit or assignment

Please refer to the Hosting Foreign Nationals at Berkeley Lab document for specific requirements. The DOE Foreign Interactions Training Academy also offers an online host training course for DOE employees and contractors. Follow the instructions at http://www.ntc.doe.gov/fita/courses/fit130d.aspx to take the course.
