The rationale behind counterintelligence is that knowledgeable,
aware employees are the key to identifying and preventing foreign
intelligence and terrorist activities. Although Berkeley Lab does
not conduct classified work or store classified information, employees
and guests have a responsibility to report suspicious behavior that
may involve foreign intelligence efforts or other inappropriate
attempts to gather information.
You are encouraged to notify the LBNL Counterintelligence Office
about situations you observe or experience, either in the U.S. or
abroad, which are suspicious in nature or make you feel uncomfortable.
Of particular concern are attempts to solicit information about
Berkeley Lab beyond the scope of what is publicly available. Inapropriate
interest in the Laboratory could be part of efforts by a foreign
government to collect U.S. national defense or proprietary technology
information, whether actually at LBNL or not. Similar incidents
or inquiries about laboratory facilities, employees, or research
programs could be an attempt by terrorists to target the Laboratory.
Such incidents should be reported to the CI Office.
