Dr. Muntu Davis, Co-Chair, Bay Area Resiliency Network
Dr. Muntu Davis is the County Health Officer for Alameda County in California. As one of his many responsibilities, he oversees the county’s public health emergency preparedness and response planning. Prior to working at the ACPHD, he worked with the California Department of Health Services on pandemic influenza planning for California. Prior to this, he practiced medicine in urban and rural primary care and urgent care clinics in Northern and Southern California. Dr. Davis is board certified in Family Medicine, received his medical degree from the University of California, Los Angeles, and completed a residency in Family Medicine at Presbyterian Intercommunity Hospital in Whittier, California. He completed The California Endowment Scholars in Health Policy Fellowship and received his Master of Public Health from Harvard School of Public Health in Boston, Massachusetts.
Jeffrey Dell, Bank of America
While in school, Jeff was employed at NASA - Ames Research Center, in both the Engineering and Security fields. He began in Facilities Engineering while also developing, managing and/or supporting security programs for the Military, Boeing, Lockheed, General Dynamics, Northrop, Loral, and various NASA Divisions. He moved to NASA Science and Applications Aircraft Division – Medium Altitude Missions. He provided various engineering services to NASA Flight operations, facilities and performed project management – While continuing to support security programs.
To carry forward a family tradition, he joined the San Jose Police Department, working 8 years and earning 35 letters of commendation and the Medal of Valor. He resigned from the Police Department to start up and manage a safety and security business with family and friends. After growing the business to 4.5 million a year, sold and exited the business.
His transition back into the corporate world began as Regional Director, Safety and Security for Interstate Hotels and Resorts and presently, Bank of America. Jeff has been with the Bank for 8 years, currently, Senior Vice President - Enterprise Resiliency, Response Management. His team is responsible to coordinate and manage the bank through planning, exercising, response, management and recovery from any threat that may impact life, operations, and/or production – both domestically and globally.

Ken Foot, Senior Emergency Planning Coordinator, Santa Clara County Office of Emergency Services
Ken Foot is a Senior Emergency Planning Coordinator with Santa Clara County Office of Emergency Services. His principal responsibility is for the County Emergency Operations Center. He has most recently acted as the program manager for a county wide implementation of a mass notification system. He is currently program manager for a county wide implementation of WebEOC.

Catherine Blackadar Nelson
Catherine Blackadar Nelson has a B.A. in computer science specializing in Security, Internet Technologies, and Communications. She has over 20 years experience in emergency response and has been part many responses including Hurricane Katrina, San Diego Fires, Hurricane Ike, Santa Clara Co. Fiber outage, and most recently the Haitian Earthquake.
Currently Catherine is a member if the Cisco Tactical Operations team which specializes in providing disaster and mobile communications during the critical phase of an emergency. She provides engineering expertise, logistical support, responder training and is the primary developer of incident tracking and management tools for the Cisco Tactical Operations Command Center which is dedicated to providing real time coverage of global events and 24x7 tracking of personnel during a deployment. She is also a member of the Cisco Emergency Medical Response team.

Matt Scannell
Matt Scannell is an Environmental Health and Safety Manager for Kaiser Permanente San Jose Medical Center, and is primarily responsible for managing the Environment of Care for the Medical Center. In this position Mr. Scannell also has responsibility for ensuring a high level of emergency preparedness for the entire Medical Center. Mr. Scannell has been with Kaiser Permanente for four years and in his current role as Environmental Health and Safety Manager for Kaiser Permanente San Jose Medical Center for the past two years. Prior to working at Kaiser Permanente Mr. Scannell worked in the airline industry as a Regional Environmental Compliance Manager for 16 years.
Mr. Scannell is currently the chair person for the Medical Centers Safety and Emergency preparedness committees which have direct oversight of the facilities emergency preparedness activities. Additionally Mr. Scannell is a standing member of the Santa Clara County Hospital Emergency Preparedness Partnership group which coordinates the emergency response of each hospital in Santa Clara County. Mr. Scannell is a certified Environmental Systems Manager (CESM)

Doug Wisman
Doug Wisman has over 15 years of emergency response and emergency management experience from both the California Conservation Corps and the California Emergency Management Agency (CalEMA). He has responded to fires, floods, earthquakes, oil spills and an out-of-state deployment to Hurricane Katrina.
His responsibilities included supervising and training emergency response crews in the field, working in the State Operational Center, Regional Emergency Operational Center and assisting operational areas in their Emergency Operational Centers during activations.
Currently Doug is working as an Emergency Service Coordinator for Coastal Region-CalEMA. Outside of working on regional projects he also assists counties and special districts on emergency plans, trainings, exercises, and activations. Doug graduated with a B.S. from California Polytechnic State University in San Luis Obispo.
