Jeff joined the Lawrence Berkeley National Laboratory as its Chief Counsel in May of 2010. Prior to joining the Lab Jeff was employed in the Office of the General Counsel for the Regents of the University of California where he was Deputy General Counsel, Litigation, Labor, Employment and Benefits and National Laboratory Affairs. Jeff joined the UC Office of the General Counsel in 1989 as a litigation attorney, where he litigated numerous cases on behalf of the University in state and federal trial and appellate courts, many of which resulted in published opinions. As Manager of Litigation from 2002 through 2006, Jeff oversaw the University's general litigation program including constitutional, tort, medical malpractice, civil rights, labor and employment and other higher education areas. In 2006, Jeff served as the Acting General Counsel between the retirement of the former General Counsel and appointment of the current General Counsel. From 2006-2011, Jeff was an officer of the LLC entities operating the Los Alamos and Livermore National Laboratories, serving as Company Secretary. Jeff began his career in the San Francisco Law Firm of Lillick, McHose & Charles (now Nixon Peabody). He is a graduate of the University of California Berkeley (English) and the class of 1983 at University of San Francisco School of Law, where he was the Executive Editor of the Law Review.

Before joining the Laboratory in 1992, Nancy was a partner of the Landels, Ripley & Diamond law firm in San Francisco.  Nancy’s past law firm experience includes commercial, environmental, employment, and personal injury defense litigation including regular appearances in state and federal court and three trials.  She also handled environmental law compliance counseling; defense of clients under federal and state environmental laws in response to government agency investigations, notices of violation (NOVs), complaints, and cost recovery actions; and advice to developers of Bay Area hotel and commercial properties on purchase and cleanup of contaminated sites.

At the Laboratory, Nancy’s practice has included strategic guidance to management and project teams and extensive advice and review on California Environmental Quality Act (CEQA) and/or National Environmental Policy Act (NEPA) environmental impact assessments for numerous Laboratory development projects as well as the 2007 Long Range Development Plan.  She also has advised on complex environmental, health, and safety issues under federal, state, and local laws and defended the Laboratory in response to investigations, NOVs, cost recovery actions, and complaints under such laws.  Nancy has defended the Laboratory against citizen group lawsuits, including the challenge to the 2007 Long Range Development Plan EIR resulting in a published Court of Appeal opinion upholding the EIR in full.  Nancy also has advised on numerous issues under non-EHS laws including the export control laws, the Americans with Disabilities Act, and the California Fair Employment and Housing Act; guided responses to subpoenas and records requests under FOIA, the California Public Records Act, the EEOICPA, HIPPA, and other federal and state laws; and negotiated and advised on agreements and MOUs on site access, equipment donation, procurement, and collaboration in support of the Laboratory’s scientific research mission. 

Nancy is a graduate of Yale University (B.S., Biology) and the UCLA School of Law.

Robin joined Lawrence Berkeley National Laboratory as a Patent Attorney in 2007.  His prior legal experience includes working as an in-house patent counsel for a publicly held biotech company and as an associate in a prominent Washington D.C.-based intellectual property law firm where, among other accomplishments, he successfully prepared and prosecuted patent applications covering treatments for genetic disorders that have reached combined annual net sales of over $250 million.

Robin prepares and prosecutes U.S. and foreign patent applications in the fields of biotechnology, pharmaceuticals, nanotechnology, cleantech, and chemistry in addition to preparing legal opinions and conducting intellectual property due diligence. He also serves as the lead patent counsel for inventions arising out of the Joint BioEnergy Institute (JBEI), a U.S. Department of Energy Bioenergy Research Center drawing on the expertise and capabilities of Berkeley Lab and other research institutions to advance the development of next generation biofuels.

Robin is a graduate of the University of California, Berkeley (B.A., Microbiology & Immunology), the University of California, Los Angeles (Ph.D., Microbiology & Molecular Genetics), and the University of Southern California Law School (J.D.). His scientific accomplishments include first authorship of several scientific articles in the peer-reviewed journals Molecular Microbiology and Journal of Bacteriology. He is a member of the California bar and is registered with the U.S. Patent and Trademark Office.

Michelle joined Lawrence Berkeley National Laboratory in 1998 as a Research Associate. In 2001, while in law school, she joined the Lab’s Patent Group as an Intern / Patent Analyst. Within a year, she passed the USPTO Patent Bar exam and became a Patent Agent, enabling her to prepare, file and prosecute patent applications for Berkeley Lab inventions. She has been a Patent Attorney for the Lab since 2004.

Michelle serves as lead patent counsel for the Joint Genome Institute (JGI), a high-throughput genome sequencing and analysis facility dedicated to advance genomics in support of clean energy generation and environmental characterization and cleanup. She also works with Berkeley Lab’s Life Sciences, Physical Biosciences and Earth Sciences Divisions to prepare and prosecute U.S. and foreign patent applications in the fields of biotechnology, nanotechnology, and chemistry. She also handles other intellectual property issues including potential infringement, FOIA requests, copyright and procurement.  Michelle played a key role in developing and implementing the Lab’s revised approach to intellectual property rights assignment based on the outcome of the Supreme Court case Stanford v. Roche.

Michelle is a graduate of the University of California, Berkeley (B.A., Biochemistry & Molecular Biology) and the University of San Francisco School of Law (J.D.). She is a member of the California bar and is registered with the U.S. Patent & Trademark Office.

Stephen joined Lawrence Berkeley National Laboratory as a Patent Attorney in 2012.  His prior legal experience includes working as an associate at a patent prosecution boutique firm in Oakland and serving as a judicial extern for the Honorable Claudia Wilken of the United States District Court of Northern California.

Stephen works with Berkeley Lab’s Computational Research, Accelerator and Fusion Research, Nuclear Science, Physics and Materials Sciences Divisions to prepare and prosecute U.S. and foreign patent applications in the fields of materials science, semiconductor technology, instrumentation and software. He also serves as lead patent counsel for the National Energy Research Scientific Computing Center (NERSC), one of the largest facilities in the world dedicated to accelerating scientific discovery through computation. Before pursuing a career in law, Stephen studied metallic glass-forming alloys at the California Institute of Technology, worked as a research scientist at a small powder metallurgy company, and served as a postdoctoral fellow at Lawrence Livermore National Laboratory.  Stephen has authored numerous scientific publications and has presented his research at several scientific conferences.

Stephen is a graduate of the Georgia Institute of Technology (Bachelor of Materials Engineering), the California Institute of Technology (M.S. and Ph.D., Materials Science), and the University of California, Hastings College of the Law (J.D.). He is a member of the California bar and is registered with the U.S. Patent and Trademark Office.

Stuart joined Lawrence Berkeley National Laboratory as a Patent Attorney in 2011.  His prior legal experience includes working as an in-house patent counsel for a publicly held technology company and as a senior associate for Pillsbury Winthrop LLP, where, in addition to successfully preparing and prosecuting patent applications, he performed product clearance investigations and client counseling on patent infringement issues, prepared non-infringement and invalidity opinions, and performed due diligence opinions for mergers and acquisitions transactions.

Stuart works with Berkeley Lab’s Materials Sciences, Engineering, Earth Sciences, Chemical Sciences and Environmental Energy Technologies Divisions to prepare and prosecute U.S. and foreign patent applications in the fields of physics, electronics, mechanical systems, biotechnology, computer technology, network technology, nanotechnology, and chemistry. He also serves as lead patent counsel for the Joint Center for Artificial Photosynthesis (JCAP), the largest research program in the U.S. dedicated to the development of an artificial solar-fuel generation technology. Prior to attending law school, Stuart worked for 14 years as a staff engineer in the aerospace industry.

Stuart is a graduate of California Polytechnic State University (B.S., Electronic Engineering), Cal State Long Beach (B.S., Biochemistry), and Loyola Law School (J.D.). He is a member of the California bar and is registered with the U.S. Patent and Trademark Office.

Ann joined the Office of Laboratory Counsel in November, 2010.  Her prior experience included 20 years as a paralegal in the University of California’s Office of the General Counsel working in a variety of areas, including litigation and administrative hearings; risk management; conflict of interest; public records requests; and environmental litigation.  In addition, she served as one of the Interim Paralegal Coordinators for OGC and assisted in establishing an automated system to track and pay outside counsel. Ann also served as support staff to the Secretary for the Livermore and Los Alamos National Security LLCs and worked as a Policy and Compensation Analyst in UCOP Academic Personnel. Ann received her B.A. in English from Vanderbilt University and completed one year of law school at the University of Alabama School of Law.

Deb serves as the Executive Assistant to the Laboratory Counsel, supporting all members of the OLC.  Additionally, she administratively supports the Laboratory’s Employee & Labor Relations group. Deb began work at LBNL as an Executive Assistant to the EH&S Division Director. Prior to that, she spent 23 years in various roles at the Stauffer Chemical Company in Richmond.  Deb is a Bay Area native and enjoys hiking and gardening in her spare time.
