Effective January 1, 2003, the Laboratory implemented a limited floating holiday to replace the former Administrative Holiday that was observed during the winter holiday shutdown.

Employees will be able to elect to observe the limited floating holiday on one of three days:

• The fourth Friday in March as Cesar Chavez Day
• November 11th as Veterans Day
• During the winter holiday shutdown as is the current practice

Employees using the floating holiday for Cesar Chavez Day or Veterans Day will be required to use a third vacation or leave without pay day during the winter holiday shutdown.

The first day the limited floating holiday may be used will be Friday, March 28, 2003.

The floating holiday must be used within the calendar year.

At the beginning of each calendar year, employees will inform supervisors of the holiday they wish to use as a floating holiday.

Supervisors are encouraged to make every effort to grant an employee’s request to take Cesar Chavez Day or Veterans’ Day as their floating holiday. However, since the Laboratory will be open on those days, approval will be based on operational needs.

Eligibility

Employees represented by AFSCME-SX continue to use the floating holiday in lieu of the Administrative Holiday as provided currently in their respective bargaining agreements

Employees represented by other exclusive bargaining agents will continue to observe the Administrative Holiday during the winter holiday shutdown.

This policy applies to non-represented employees, and employees in CUE (CX) and UPTE (HX, RX, and TX) only.

Time Entry in LETS

Eligible employees will enter the floating holiday code (FH) on one of the eligible days.

Once an eligible employee has used his/her floating holiday, LETS will not allow entry of a second floating holiday in the calendar year.

When an eligible employee uses his/her floating holiday for either Cesar Chavez or Veterans Day, LETS will automatically populate the administrative holiday during shutdown with a vacation day.

If an eligible employee has not used the floating holiday before the winter holiday shutdown, LETS will automatically populate the administrative holiday date with the floating holiday.

For ineligible employees, LETS will automatically populate the Administrative Holiday during shutdown as a regular holiday (H).
