The visitor visa application (OF-156) does not specify the way photos need to be taken, and different Consuls may vary in their procedures. Contact the non-immigrant section of the US Consul/Embassy you will be visiting, and ask how the photos should be taken (normal front face or, as in the INS link above, special side face photos).
