Allowable Payments

When can payments be made to International Guests? The American Competitiveness Act, signed in 1988, created some changes in practice and regulations regarding payments permitted to be made directly to and on behalf of non-U.S. Citizens and Permanent Residents. Payments made directly to a vendor (i.e., airlines, hotel, etc.) on behalf of non-U.S. Citizens/Permanent Residents must also consider the immigration status of beneficiary.
