These procedures
apply to new hires, renewals, and extensions of guests
|

In keeping
with recent security guidelines with respect to hosting guests (both international
and US citizens), it is important that you follow the steps listed below
before inviting or renewing a guest. Processing of guests who are foreign
nationals may require approval. Follow the steps in this web site when
processing a guest.
A Counterintelligence
(CI) Review is required for all foreign nationals, including US Lawful
Permanent Residents (LPR), who will be invited to LBNL as guests or new
employees if they are citizens of, or born in, countries on DOE's list
of Sensitive Countries. Some
information is necessary for the CI Review, which includes a search of
national security indices.

1 - For Hire, Rehire & Extension - Determine if Guest
is From a Sensitive Country:
Is the
country of your guest's birth, citizenship or employer on this list
of sensitive countries?
Is the sensitive country also considered a Terrorist Sponsoring
Country?

Step
2 - What to do next:

| A.
If your guest is a citizen of the United States, notify
your division guest processing contact of the intent to invite a
guest and proceed to the Basic
Administrative Procedures
for Guest Processing. |

| B.
If your guest is a foreign national but is NOT a citizen
of a country on the Sensitive or Terrorist Sponsoring Country list,
notify your division guest
processing contact of the intent to invite a guest and proceed
to Procedures
for Foreign National Guests
for Guest Processing. |

C.
If your guest IS from a Sensitive Country but NOT a Terrorist
Sponsoring Country, notify
your division guest processing contact of the intent to invite
a guest and continue the invitation process after
furnishing the following:
1.
Before the guest is due to arrive at LBL, submit
a copy of the Participating
Guest Information Form
to LBL CI Office within the Director's Office at CIOffice@lbl.gov,
fax to x4941, or call x4988.
2.
Please also obtain a copy of the person's CV, if available.
3.
No additional approval is required. The CI Review
will be conducted simultaneously and is transparent.
4. Continue
the invitation process for Foreign
National Guests.

D.
If your guest IS a foreign national who is a citizen
of or was born in any of the subset of the
Terrorist Sponsoring Countries, notify
your division guest processing contact,
the CIOffice@lbl.gov and
the Security Office, Attn
Maki Tabata, as early as possible in the process
to secure multiple LBL and DOE approvals before they will be allowed
to come on the LBL site. The DOE approval process may take 6
months or longer to complete so early notification is
essential.
Additional information about your guest will be required. Do
not go forward with an invitation. |

If you have any questions regarding
inviting or renewing a guest who is a foreign national contact the IRSO
staff assigned to your division.
All other questions
regarding guests should be directed to the appropriate
guest processor for your division.
