A Message from Jeffrey

Fall is here, and that means lots of activity both at the Lab and in our personal lives. Children are back in school and everyone is preparing for the holiday season. Here at the Lab, ARRA funding is still keeping everyone hopping!

Reflecting on the past few months, we had a very successful peer review, and have already begun to make progress on some of the recommendations made by the review team. During our Senior Staff offsite in August, a graphics design facilitator helped us to display, in a visual way, a framework for developing our Strategic Plan. I have already met with you in small groups about this vision, and to gather your input.

To support the unprecedented growth here at the Lab, we are still planning to move off The Hill. Though the exact location is not yet known, the move date will most likely be during the spring of 2011. I will have more to say about the move at our next Town Hall scheduled for Nov. 3, 2010 at 9:00 a.m. in B50 Auditorium.

OCFO Initiative – Financial Systems Modernization Project


The OCFO is undertaking a multi-year project to modernize its business and financial processes and applications. The purpose of this initiative is to redesign and simplify the way LBNL accomplishes the business of science.

We believe this once-in-a-generation project will yield substantial measurable increases in operational effectiveness and efficiencies as well as improved satisfaction of process users and stakeholders. We anticipate that these improvements will be accomplished through a combination of designing and implementing more efficient, standardized and understandable financial processes, system redesign and re-implementation, and improved reporting/decision support capability.

Recent OCFO, IT and third party reviews of major end-to-end business and financial processes identified opportunities for improvements. We also found that in many cases it is difficult to improve these processes because of limitations in the way that our PeopleSoft financial system was implemented and configured. Examples of the business and financial processes within the scope of this project include:

  • Project budget to cost including indirect costs and rate structure
  • DOE cost and commitment reporting
  • WFO proposal to closeout
  • Payroll – timekeeping – labor cost distribution
  • Procure to pay
  • Travel, conferences and employee expense reimbursements
  • Decision support/business intelligence/analysis and reporting

A small cross-functional team lead by Minh Huebner is presently planning the scope and resources required for the initial phases of this project including the possibility of retaining the services of a management consultant firm experienced in business process re-engineering, change management, and project management.

Diversity Council Update

The Diversity Council has continued to work on various educational initiatives that are categorized into three sub-committees.

Diversity Speakers & Social Activities. This sub-committee sponsored the most recent events that took place in the 50 Auditorium on June 3, 2010, and featured speaker Michael Hingson, a 9/11 Twin Towers survivor who is also blind, and on October 6, 2010, that featured nationally acclaimed lecturer and master diversity and communications trainer, Lee Mun Wah.

Diversity Recognition. Its goal is to recognize achievement and leadership in recruitment and mentoring of under-represented populations.

Climate Inclusion, will use the results of the latest climate survey to develop ways of making all employees feel welcome, included and comfortable at LBNL.

The Diversity Council is always interested in ideas to help promote diversity at the Lab, and is in the process of forming an awareness campaign that will build visibility for the Council and its work.
