LBNL activities and programs are subject to National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) requirements.
The National Environmental Policy Act establishes national policy for the protection of the environment. The NEPA process is intended to help federal agencies make decisions that are based on an understanding of environmental consequences and take actions that protect, restore and enhance the environment.
The California Environmental Quality Act is similar to NEPA. The California legislature established CEQA to inform both state and local governmental decision-makers and the public about potential significant environmental effects of proposed activities, to identify ways to avoid or reduce environmental impacts, and to disclose the reasons why a project is approved if significant environmental impacts would result.
Berkeley Lab is subject to the NEPA and CEQA decision-making authority of, respectively, the U.S. Department of Energy and the UC Regents. These agencies review all Berkeley Lab construction, maintenance, planning, and research programs pursuant to NEPA and CEQA. The Berkeley Lab NEPA/CEQA Program provides information to DOE and the UC Regents so that they can determine whether proposed actions would have a significant effect on the environment.
NEPA/CEQA Review Form
Principal Investigators and project managers who apply for funding, resources or permission to conduct research at LBNL must include a signed and completed NEPA/CEQA Review Form with their application materials. This form is downloadable as a Word for Windows 2.x file for PC users, or a Word 5.1 for Macintosh file.
