Howard K. Hatayama, Director Office of Institutional Assurance
In his role as the Director of the Office of Institutional Assurance, Howard is responsible for oversight of performance and contract assurance systems, identification and tracking of institutional risks, management of University of California/U.S. Department of Energy contract requirements. He also serves as the Laboratory’s Chief Ethics and Compliance Officer.
Howard led the Environment, Health and Safety Division at Lawrence Berkeley National Laboratory for four years managing a multi-disciplinary organization that provides environmental protection, waste management, occupational safety and health, emergency management and physical security services for the Laboratory. The FY09 budget was $27 million with 136 Full Time Equivalents.
Prior to joining the Lab, he served as Director of Environment, Safety and Health for the University of California Office of the President's Laboratory Management Office from 1992 to 2005. In that role he was responsible for administering health, safety, environmental restoration, and waste management aspects of the management contracts with Berkeley, Livermore and Los Alamos labs.
Howard’s 34-year career in the environment, health and safety field includes service as a project officer for the California Department of Health Services, a researcher for Economic Cooperation and Development, consultant to the World Health Organization, manager of the contaminated site restoration program and Regional Administrator for California Department of Toxic Substances Control. He has also served on the board of directors of the National Safety Council and has taught in and advised the UC Berkeley Extension program.
Howard received a B.A. in Chemistry from Claremont McKenna College in 1974 and a M.S. in Sanitary Engineering from the University of California at Berkeley in 1976. He is a Registered Civil Engineer in the State of California.
